The Veterans Administration is a fraudulent organization full of corruption.  The last I heard, its budget was 150 bil, tho I'm sure it's more now, and all that money is to be spent in one year.  Most of the VA employees belong to unions, and once hired it's very-hard to get rid of somebody should they prove incompetent, once you're in you're sort of like, here to stay.  And not just the job-stability, but the pay and benefits are far-more than anything these VA employees could obtain in the private-sector.  And in the awarding of contracts, there's a vast--amount of putrid-dealings, such that the VA Hospital in N. Las Vegas, the VA's only new hospital over the past 24 years, by consensus could have been done for 300 Mil instead of the billion spent, unscrupulous-contractors and bought-off government-agents became wealthy on that Sick Place, which once-completed was deemed inadequate in many-ways.  If done honestly and well, the VA could be run on half of what it's getting, with far better-treatment for its Clients.  It's the Vets and Taxpayers who are losing-out
